Chief Executive Officer

During the past 16 years, Robert S. Flippo has worked in both start-up environments as well as fortune 50 companies. Mr. Flippo has experience in forming high-performance teams and has held executive roles at high-tech companies such as Motorola, Boca Research, and Emergin Incorporated. He is a current member of the Board of Directors of MAMA, the Medical Alert Monitoring Association. Mr. Flippo holds an MBA from the University of Miami, a BS in Electrical Engineering from the University of South Florida, and has completed coursework in business management at Harvard Business School. Mr. Flippo also holds 7 US patents for communications systems.

Jeff Hilton

Jeff Hilton is an accomplished sales and marketing leader with decades of proven experience in maximizing opportunities for business development and customer acquisition. Jeff currently serves as CMO for MobileHelp Group LLC, the nation’s premier Mobile Personal Emergency Response System and Remote Patient Monitoring manufacturer. He previously served as Vice President of Marketing for Hoveround Corporation (one of the largest direct-to-consumer manufacturer of Class 2 FDA power mobility devices) as well as several other senior marketing roles in telecommunications, retail, and agency businesses. Jeff holds a Bachelor’s Degree from Tulane University’s A.B. Freeman School of Business, and a Master of Business Administration (MBA) from Denver University’s Daniels College of Business. As CMO for all MobileHelp brands, including the healthcare division Clear Arch Health, Jeff focuses on uncovering new ways to deliver effective remote care solutions that enable graceful aging-in-place and safer, healthier living for older adults nationwide.

Chris A. Otto
Chief Technology Officer

Chris A. Otto is a healthcare executive with over 20 years of professional experience in wireless body area networks (WBANs), technology management and new business development, with a career focus on wearable technologies and remote health monitoring. Chris is a technology entrepreneur and has spent the majority of his career in and around aging-in-place technology companies. As co-founder of Halo Monitoring (2007), Chris was lead inventor of (and helped to launch) the first automatic fall detection solution in the marketplace. In 2012, MobileHelp acquired Halo Monitoring (including its fall detection technology) with Chris joining the MobileHelp team as part of the acquisition. Chris holds two degrees - a Bachelor of Science and a Master of Science in Computer Engineering, both from the University of Alabama, Huntsville and has contributed his skills and talents as a Design Engineer in telecommunications for commercial markets and defense (Adtran, TRW, Army contract). At Adtran, Chris brought over 15 unique products to market. With an impressive 12 patents (10 at Halo / MobileHelp) in areas ranging from human fall detection, mobile emergency response, wireless body area networks, and remote device management, and as a formidable force in guiding and developing long-term healthcare and product roadmaps for MobileHelp/Clear Arch Health, Chris has established himself as a proven technologist and pivotal leader in product development and healthcare innovation.

Senior Vice President, Growth and Strategic Accounts

William “Bill” Paschall is a telemedicine veteran and RPM pioneer with decades of experience in mHealth business development. Bill is a subject matter expert in the areas of remote patient care, policy, and reimbursement, and a sought-after speaker on telehealth and healthcare technology issues. A past board member of the American Telemedicine Association (ATA) and a graduate of Oral Roberts University, Bill Paschall is knowledgeable in healthcare product innovation, research, design, training, marketing, and sales strategy. He joined MobileHelp/Clear Arch Health in 2022 as Senior Vice President of Growth and Strategic Accounts for Clear Arch Health.

Vice President, Customer Success and Transformation

Debbie Fisher is a highly accomplished and dedicated healthcare executive with decades of experience in healthcare leadership and management. Her acumen for leading diverse teams has consistently achieved new levels of success within rapidly evolving and fast-paced competitive environments. With a Master’s degree in Health/Healthcare Administration/Management from the University of Cincinnati, Ms. Fisher’s areas of expertise include inpatient hospital, home health, private duty, hospice, ACO, Care Management and Remote Patient Monitoring. She joined MobileHelp/Clear Arch Health in 2022.

Matt Peterson
Vice President, Sales and Business Development

With over 18 years of experience providing innovative healthcare technologies to health systems, and successfully rising through the ranks (from individual contributor to sales management, and executive leadership responsibilities), Matt Peterson brings astute expertise and keen acumen to his role as Vice President of Sales and Business Development for Clear Arch Health. An alumnus of the University of Florida (undergraduate and MBA), Matt holds two master’s degrees in business. He joined MobileHelp/Clear Arch Health in early 2023.

Claus Messerschmidt

Claus Messerschmidt is an operations management executive with over 25 years of experience in healthcare and in the telecommunications industry with Siemens. He joined MobileHelp in 2012 and currently leads operations for the company’s healthcare division, Clear Arch Health. Claus holds a B.S. in Computer Science from Hochschule Furtwangen University.

Michelle Hirst

Director, Clinical Operations

Michelle Hirst has more than 25 years of experience in healthcare, with 18+ years in the healthcare technology sector. Ms. Hirst has an extensive history working in community health as a Care Manager, Quality Improvement/Performance Improvement Specialist, Educator and Infection Control Practitioner. As Clinical Operations Director since 2016, she is responsible for program development and product management, overseeing a team of clinical program consultants. Her responsibilities include managing a team of regionally based clinical consultants ensuring the delivery of high-quality clinical services using digital health technology.

Stephany Roca is a dedicated marketing executive with more than a decade of experience in remote life safety and the digital healthcare industry. Since joining MobileHelp in 2011, Stephany has progressed professionally onto her current role as Director of Business Marketing for the company’s healthcare division, Clear Arch Health. Stephany has earned two undergraduate degrees (Bachelor of Business Administration [B.B.A.]; Marketing Management and Business Management) and an MBA in Operations Management from Florida Atlantic University. With demonstrated leadership skills, a history of managing cross-functional teams and external partnerships, Stephany drives Clear Arch Health’s brand development and brand dominance within the virtual care marketplace.
